The Second Expression of Interest draw of the year 2019 of the Manitoba Provincial Nominee Program took place on 31st January for applicants under the Skilled Worker Overseas, Skilled Worker in Manitoba and International Education Immigration Streams.
A total of 456 invitations were being issued to apply for a provincial nomination for permanent residence to candidates across the three streams. All the three steams- Skilled Worker in Manitoba, Skilled Worker Overseas and International Education stream of the MPNP employ an Expression of Interest (EOI) system to select candidates. The Manitoba Government is seeking for eligible graduates, who have required skills and are interested to apply for the MPNP's International Education Stream, to register for an information session prior to submitting any forms.
A candidate has to register a profile within the MPNP under the EOI system and has to submit the authentic and required information on their education, work experience, proficiency in English or French and other factors. Afterward, eligible candidates are awarded a score and the highest scoring people are issued Letters of Advice to Apply (LAAs) during the regular draws. Under the Federal Express Entry system, LAAs were issued to an unspecified number of applicants through the Skilled Worker Overseas Stream’s Express Entry pathway.
Under the Express Entry System, the candidates have three major economic immigration categories- the Federal Skilled Worker Class, the Federal Skilled Trades Class, and the Canadian Experience Class. The candidates get an additional score of 600 points towards their overall ranking score, which assures an invitation to apply for Canadian permanent residence. To be eligible for this pathway, the applicants must have profiles in Express Entry System and the MPNP’s EOI system as well.
Express Entry candidates have issued a total of 299 LAAs in the January 31 draw , which is one of the two groups of Skilled Worker Overseas candidates. The lowest score in both these groups was 572. The express entry candidates who received an invitation had to have a valid Express Entry ID and job seeker validation code and the minimum work experience in an occupation that is in demand in Manitoba.
The other group of Skilled Worker Overseas candidates who received an LAA was selected on the basis of:
a) Had past education or work experience in Manitoba or a close relative living in Manitoba
b) At least 6 months of work experience in an occupation that is high in demand in Manitoba
c) CLB/NCLC 5 score is required until unless the work experience is first and foremost in a regulated occupation (minimum CLB/NCLC 7) or a compulsory trade (CLB/NCLC 6).
Express Entry candidates were one of two groups of Skilled Worker Overseas candidates who have issued a combined total of 299 LAAs in the January 31 draw. The lowest-ranked candidate were having in these two groups had a score of 572.
In addition to it, 17 invitations were issued to International Education Stream candidates. Started last year, this stream is considered as the fastest pathway to get PR for International graduates of Manitoba post-secondary institutions. The graduates must have skills which are required by employers in the province. The International Education Stream consists of three pathways- Career Employment Pathway, Graduate Internship Pathway, and the Student Entrepreneur Pathway.
